Can toyota replace this?

I have a 1999 toyota 4runner and it use to have a remote to lock and unlock the doors and one day my uncle decides to kill it in order to put a remote starter in then after 3 years the starter is broken so my question is can i take it to a toyota dealer and they will replace the the lock system to the original toyota?
