In the case of Boeing; where do we draw the line of what constitutes 'retaliation' and 'intimidation'?

boeing is not doing it after the fact. strikes have cost the company tens of millions and that is a loss of tax revenue to the fed and the states. boeing can do what it wants. unions are nothing but leeches and have outlived their usefulness. they do not care about the common man. all they care about is their early retirement, their 25k health insurance coverage and not what is cost to fund their short work careers, by the consumer.
