Can I civil sue the housing authority and police for multiple crimes in 1 civil lawsuit?

The property manager, and 2 police officers that have authority over my old apartment building kept criminally pressing charges on me with different charges over a year long period out if retaliation. I won all the frivolous proceedings. Since they were responsible for all of these illegal actions should I make a multiple incident lawsuit or sue for every individual criminal proceeding separately.
